What is UCR Registration?
The Unified Carrier Registration (UCR) program is a federal requirement for businesses that operate commercial motor vehicles across state lines, including carriers, brokers, freight forwarders, and leasing companies. UCR fees support highway safety and infrastructure.

Participating states
Currently, 41 U.S. states participate in the UCR program. If your business is based in a non-participating state but operates into a participating state, you are still required to register.
Non-participating: Arizona, District of Columbia, Florida, Hawaii, Maryland, New Jersey, Nevada, Oregon, Vermont, and Wyoming.
